It would also depend on any challenges associated with replacement. Board thickness is a major factor as well as the amount of ground plane,  proximity of adjacent components, organic or no clean flux, tin lead or lead free.

I would use a underside pre-heat unit and a hot air pencil.
 Removal, flux pen with a no-clean flux (if possible) and replacement time could be as quick as one minute depending on substrate composition, solder alloy and operator skill.
Use caution to not overheat or ramp up the temperature on the device too quickly so as not to damage the device.

Hi All:

What is a "good" time for removal and replacement of an SOT23? Steps are ID, remove, site dress, replace with new, clean using IPA and inspect per Class II,

My average time is 3 minutes across several operators.
