Hi Richard - FEQAB did not say that anyone had to be fully awake and 
conscious, they just assumed at the time the FEQ is sent out, folks could 
be fully awake and conscious. If the members of TechNet want to respond to 
the FEQ in a state of unconsciousness, they are welcome to do so - which 
does explain some of Doug's half fractional elements.

FOUL! Objection! No-where in the rules does it state that submitters need 
to be fully awake and conscious. It is obvious that many of the answers 
submitted have been done while neither of those.

have been randomly shifted to allow more equalized initial TechNet 
notification of the question. If fact, this week's FEQ will be done such
