Chip on board I believe is no sweat as long as you designed properly in terms of both Materials and process. Embedded passive. Depend upon what do you mean of embedded. If you are talking about resistor and capacitor build inside PWB, for harsh environment, I would be a bit on caution side. However, the space is not harsh if it is inside the module, more clean than clean room 10000. If you mean embedded as screen on resistor with a laser trimmed, cap inside module, noproblem. The real challenge would be cap need to be precision gated on its capacitance at wide temp and harsh environment, and high frequency, you might need spend few extra $ of few sleep less nights to get it right. Avionics and special equipments are not repairable when you have embedded, it is "All or nothing" you might have to do a redesign if god forbidden, any obsolescence occurs. My 1.79 cents.

Embedded formed passives, both capacitors and resistors have been utilized
in volume military and commercial avionics for many years.  Inserted
passive components in avionics is still in development I believe.
