Just looking at this section:
4.3.2 Dielectric Thickness/Spacing 

Basically, correct me if I'm wrong, if you don't specify the dielectric spacing it defaults to 90um.  However you can specify the dielectric spacing to be smaller in the master drawing to meet the required thickness of the board.  This would still qualify for IPC Class 3?
