.brd files can also be a Mentor export for Mechanical CAD systems.
This is an IDF format neutral file (most other CAD systems use .emn)
and often will be accompanied by a .lib file (most others use .emp)

If you open the file in an editor, is it in ASCII format?
That can tell you a lot...
