Sometimes a dental chisel, if the cutting edge is dressed down nicely, works
like a miniature wood chisel.  This can work well for severely nicking the
lead, and/or cutting when just nothing else will do...  We used to get them
from the dental supply companies like Patterson.

Has anyone ever seen or know where to buy diagonal cutters for IC Leads?

 

Something with a very fine tip for getting into a SOIC at .8 or .65mm pitch
and cutting the lead?
