Unfortunately, that's the way Mgmt see's things. All it takes is one time. If its high end stuff it's even worse. But the bottom line is someone did screw up somewhere. I always check out the boards I get back. If I find something I'll bring it up to the supplier. Lets them know we're watching, and keeps them on their toes. I still think the problem originated in board fab though. Were there any heat damaged parts on the board that would indicate a higher temp profile was used for reflow? That brings up another question, was the right temp laminate used for RoHS?

In this case,  it wouldn't help to bring the boards here first.  Delam doesn't show up until after thermal cycling.  It actually might be worse, we would have to break the vacuum seal, soak up all the moisture here, then mail them off again.

There's really no need.  We have an excellent fab shop, a very good assembler, never had a problem in the past.  Everything was done right, but we still had a problem - sometimes it happens.  That's not the problem I'm trying to solve now.  I'm trying to keep my management from changing a process that has worked very well for 20 years, because they want to try to make someone else assume liability.  They don't want to hear all of the difficulties, costs, and time added just to possibly get someone else to pay for a problem that occurs for us about once every 10 years.
