In this case,  it wouldn't help to bring the boards here first.  Delam doesn't show up until after thermal cycling.  It actually might be worse, we would have to break the vacuum seal, soak up all the moisture here, then mail them off again.

There's really no need.  We have an excellent fab shop, a very good assembler, never had a problem in the past.  Everything was done right, but we still had a problem - sometimes it happens.  That's not the problem I'm trying to solve now.  I'm trying to keep my management from changing a process that has worked very well for 20 years, because they want to try to make someone else assume liability.  They don't want to hear all of the difficulties, costs, and time added just to possibly get someone else to pay for a problem that occurs for us about once every 10 years.
