Security is more than just the networks.

Each smartphone has at least a 5MP camera, Bluetooth, and many have
nearfield chips.
Audio, video recording can be a problem, ask some politicians.
The BYOD is a nightmare, cheap hardware and basic training and resources
for free for a company with little control of the information.

Your Co-Ops do real work and therefore have a great deal of system access.
The problem is total control with no trust yields no work.
Anything less leaves a system theoretically vulnerable.
