You can outsource the plumber, carpenter, electrician, tech.
Guest worker program using labor contractors to bring in, house, feed,
transport guest workers. Use at large jobs that used to be contracted under
local wage rules. It was done with farm workers. Contractor controls visa.
One of the items in Immigration discussion.

Skills are required whether in the head, hands or both.
There are jobs for strong backs, not as many as there used to be.

I believe in a Liberal Arts education.
The daughter that has a MS in Fine Arts is a crack program manager. Learned
to work with a large and diverse crowd, artists, techs and bureaucrats,
manage time and resources, ask questions, lead, communicate. It was not the
what so much as the disciple in learning and the exposure to a wide range
of possibilities.
The one that took a more focused, job potential track burned out.
