I am good with the Soldering requirements, we are already calling out the IPC A-610 requirement on the print as well as continuity verification. 

What I am not so sure on is the membrane switch layers and the other multiple circuit layers that make up the entire assembly. 

It is basically a multilayer PCBA however, it is not ridged and it's not flex. 
There is a layer for the switch membrane and the dome switches, that provides feedback to the user the switch was depressed. 
There are imbedded LED's  in the layers providing feedback to the user There is an overlay with silkscreen on it that provides visual feedback to the user And there are flex circuits with connectors to interface with another PCBA This comes to the EMS provider as an assembly that needs to be mounted during the final assembly process of the product we buy.

The design had to be contracted out so developing a standard that all future HMI's can be designed around will be difficult. It also limits the ability to multi source the HMI if and when the volumes call for it.  I was hoping there might be a standard that would provide a foundation to start from.

And if machine control interface, are you looking for touch-text tablets or keypad style such as those used in cellphones and game controllers, or.....

Generally speaking, specific criteria for the components would be on the device, assembly, and component prints and source control drawings. 
Solder joint criteria would fall under the pertinent IPC specs.

Particular to machine control PCs and tablets, or control panels such as those used on medical products, or what?

I am looking to see if there is a released IPC standard or a IPC standard being developed for the design, manufacturing, testing and or acceptance of HMI's (Human Machine Interfaces).
