I have several applications where I need halide free (<0.05%) wave solder flux and cored solder.

For the wave it should be water soluble, alcohol based, for a foaming application and usable on tin/lead and lead free.

For cored solder we currently use some 63/73, but most of our lead-free is Sc995e.

Wasn't halide one of the banned substances in the RoHS directive?
