Breakdown is measured per IPC-TM-650 2.5.6.3 and is the failure point of the dielectric material.  Dielectric strength per IPC-T-50 is the maximum working condition where breakdown does not occur over a specified time at conditions (temp/humidity/pressure.)

Subject: [TN] Dielectric Breakdown vs Dielectric Strength

I was reading through a specification sheet and noticed that both Dielectric
breakdown and Dielectric strength were mentioned.  Both had the same units
(V/mil) but the dielectric breakdown was considerably higher. My questions
are what are the difference between the 2 and how do you measure Dielectric
breakdown? Thanks
