Hi,

 You really need to look at what ICT does not cover and figure out if that
will be caught in use or functional test.

 The most important piece of data is an error log. You need to look at the
types of problems you had in the past as that is a pretty good prediction of
future problems.

 Also, look at your product as a collection of line items. A major source of
problems is placement machine setup. If you have a part, say R1 - 1K res,
and you can't access the nodes to test R1, look at the other 1k resistors in
the same line item. If they are present and correct than R1 is probably ok.
If R27 should be the same 1K, but you find 1 ohm, chances are R1 is wrong.
Now if that 1K res is an 0201 and your PnP randomly drops 0201 you better
include a manual check for R1 in your inspection requirements. 

In general if you got 98% I would say good. If you get down to 90% I would
say bad. I would give 95% a C+.
