If the device is part of a system certified to UL requirements, wouldn't the UL Maximum Operating Temperature for the board come into the consideration?  That includes laminates for sure.  Solder masks and conformal coatings are certified to flame resistance, but not sure about maximum operating temperature.

These "specs" sound like "down hole" oil/gas drilling temps.
