I would come at it like this.
If you were showing me a board for the first time you might say something
like: You'll probably need a glass for this one - it's pretty dense.

So I see the standard's wording as a permission: It's ok to use
magnification.

Or if you really need a definition:

High density or fine pitch is when you need magnification to inspect it.

Well obviously high density is anything more dense than medium density.
