Dear Ramakrishnan, whydo you need understand? MIL is a gigantic
organisation, where the left hand does not know what the right is doing.
So, don't be surprised if you find two authers on collision.  Just skip
55110 and use the one that supersedes.  Logical thinking is not the
strenght of bureaucrats.
