Lloyd,
I was part of the NPL sponsor group for that test.  It is not a tape pull 
test.  The X is on my forehead (new pun intended) to translate that test 
into IPC test method format. 

To very crudely summarize a test, a strip of fabric is placed on a 
substrate, impregnated with coating and the coating cured.  Then you 
measure the amount of force required to pull the cloth off.  Much like a 
peel test on copper conductors.

There was interesting study done by NPL in the UK on tape testing 
conformal
coating. It's posted in the latest IPC outlook newsletter.
