Time changes what needs to be in the boilerplate notes
Looks like a 20 year old note.

Over etching, feature deffinition were factors for the note on my product
of that time. This requirement had straighter trace walls.
At that time the note worked. Also had 1+1 for 2 oz copper.

I used to specify the copper in the hole prior to HASL.
The copper dimensioned for the press fit then soldered pins that were used
at that the time.
The finished hole size in a HASL PCB has a wide tolerance.
Press fit required a tight tolerance.
The CTQ dimension was the finished copper hole size, HASL is soft and will
move with a press fit.
