I agree with Shawn on this one. Just call out the Cu thickness you want. 

I think the intent of that note is to clarify that the total copper after plating should be equivalent thickness to 1 oz sheet.

A lot of our boards are built using 1 oz Cu on inner layers and 0.5 Cu oz plus plating on top and bottom layers. I once had an outside lab reject a board because the stackup called for 1 oz Cu on all 4 layers. They took the point of view that 1 oz Cu only makes sense if you are specifying a sheet of copper. Therefore the board was not built to print. And that is not unreasonable.

Whoever wrote your note probably had a similar experience.

Is this a note you are writing, or that you are encountering?

If it is the former, I dunno, but I've stuck with just indicating finished copper thickness.  How the vendor gets to that value isn't so important to me.  If I had years of experience I might know that starting with this or that starting copper would avoid that or this problem; but so far, so good.

A while ago I restructured my FAB notes so as to try to make sense.  Going in order, like RoHS, then thickness, then layer count, and going down through.  If you are new to the game, you might want to "steal" someone else's FAB notes so as to cover your bases with all relevant details.

"1.0oz FINISH (0.5oz COPPER + 0.5oz PLATING)"

And somewhere else in the notes, ENIG is specified...

Ideas?
