I believe there are two sides to the "remove unused pads" argument.  This topic was widely commented on some 3-4 years ago - certainly when we had Werner Engelmaier with us.  Paul Ried and the IST users may also have an opinion.  Consult the IPC archives.

On an internal copper plane(pour) where a via intersects the plane but
oesn't connect, should we remove the pad on that plane for that via?  I
ould think that it would add some measure of structural support for the via
f we left it in place.  Am I wrong?
