I did some research on the term "Telegraphing." It is apparently a common (?)term in the laminating industry where the surface of the second layer is presented on the top, or first, layer.  It is caused by one or more of several issues including; the viscosity of the interlayer material, the height or roughness of the second layer, and the pressure applied while laminating.  In the laminating industry "telegraphing" is measured in units of "gloss" which is a ratio of measurements of the reflectivity of the secondary material and the primary material before laminating.

That satisfied my curiosity.
