There are a number of conductive and diissaptive products.
The material can usually be purchased from your pallet manufactuerer, cut
down to a tray size.

Be aware that some materials are glass filled and are tough on the lungs
and on the ways of your machining center.
Safety procautions for the machinist include not blowing off the dust into
the breathing zone, using masks, or resiperators depending on materials and
other PPE as designated.
The glass (silicon oxide, sand blast grit) will chew up ways. Proper
cleaning of the machine after is required.

Machining the pockets as required on an as needed basis is feasable.
It beats hand placing if more than a handle full of assemblies is required.
