This is bad. Starting with the phrase  "lots of open vias".

1 determine why they are open and where.
Unless this can be tracked down to to the same via on all PCB's with a
mechanical process flaw, it is difficult to find all the bad or about to
fail vias.

2. it is possible to run a jumper wire but if the cause is bad plating or
fractured vias, it will not work

Best course of action is to salvage the 2 expensive parts, if possible.
