Sue is absolutely correct.

Have them perform an initial solder analysis per J-STD-006B and make sure no alloys or impurities listed in Appendix A are exceeded. The solder analysis can be performed by Alpha Metals, or most other solder companies can either do it or have it done for you. It is not expensive.
Then have them perform the analysis every month for 6 months or longer, after which they can do it every 3 months and provide you the results DIRECT FROM THE LAB DOING THE ANALYSIS.

As a start point get them to show you the alloy impurity breakdown done on at least a couple of batches of the bar they are proposing to use.

If they can't do that don't touch the stuff.

If they can then look for what else is in there (other than the actual solder alloy you want)and compare against allowable impurity levels on fresh bar.

There are many impurities that can cause changes to the soldering but I'd certainly be keeping an eye on the levels of gold, copper and nickel. (Cookson group produce a very good guide to impurity levels but I haven't checked to see if it is available on line and I'm sure the other alloy suppliers - i.e. DKL (U.K.) and Indium will have similar tables you can reference)

As a baseline also ask to look at their assay records on their existing solder bath for the last couple of years and make sure that if they do introduce this that their sampling rate increases until they can prove the pot is staying stable.

Hopefully if they are serious about process control and the decisions are being made by engineers rather than accountants they will already have the answers to this and be able to  demonstrate that the recycled alloy they are buying is to a known/ controlled/ suitable impurity level and will not have an adverse affect on the soldering process.

In other words .... be cautious.

Our CM has proposed using recycled solder (lead free) in the wave,  They plan to keep the mix at no more than 50% recycled/new.  They will not use chemical recycling processes.

What should we be watching for?  What are the risks and indicators?
