Oh we have understood your question slightly differently.
Thanks for clarifying. 
There isn't a text book answer to your question, I leave others/users to
state their preference and why. The answer lies in your evaluation of the
balance of risks and benefits, either of which can be hard to quantify.
Water soluble fluxes probably present a simpler cleaning process than no
clean, but the consequences for not cleaning properly are probably worse,
and for missed cleaning are certainly worse. Delayed cleaning can be an
issue with water wash products.
Water soluble fluxes can be much more active than no cleans (but not
invariably) and this could be an advantage when soldering.
A lot of the answers will be supplier specific, especially if you move from
no clean which all meet common specifications irrespective of supplier.
Water wash products are more proprietary.
It would help people to answer if you could give a little more background:
Do you just hand solder or do you have reflow/wave /other? What are you
running there?
After soldering, what processes do you have? Cleaning, coating, probing etc?
Does your product have to meet any industry (customer)specific requirements?
For example often medical equipment is conformally coated.
