Ivan,

Just some thoughts

MIL-HDBK 217 had a "Non-Operating" failure rate calculation, based on storage conditions.  I've been out of the reliability game for awhile, but could dig into the archives if that would be helpful.  It basically gives you a percentage of the predicted failure rate for an operational usage condition. This failure rate can then get you to an availability prediction after so many years.

Are you trying to determine your packaging needs to meet some long term storage requirements or are you trying to define your products given shelf life for a customer?  Do they have any defined requirements on what constitutes success i.e. 9 out of 10 units are operational after 5 years of storage.

Its depend on : storage condition, packaging type, working (yes/no), environment (if at work) etc.

Bare PCB has a shelf life depending on its surface finish, component like electrolytic capacitor and MSD devices also have defined shelf life.
But for PCBA, how to define its shelf life? Is there any applicable standards?
