Michael,
You need to look at a tolerance stack-up.
What is going into the tooling holes, what is the tolerance of those features (size and distance), and what is the size tolerance of the tooling hole itself? Take a look at ASME Y14.5M-1994.

Subject: EXTERNAL: [TN] Tooling hole tolerance
All - I'm looking for supporting documentation for;
the typical tooling hole to tooling hole tolerance.
I've gone thru IPC-222, 2615, 610 and even defunct D-275 with no luck.
Typically I specify +/- 0.003in (or 0.076mm) and sometimes +/-0.002in
Any help would be appreciated.
