I think you may have hit it on the head.  It does have a tarnished silver look, and yes most of that stuff was silver plated way back when.  I just had never seen it before and I have done a bunch of these style boards.

Aren't a lot of those turrets silver plated?  Would silver whiskers tarnish like that over age?

I'm just a CAD guy, but that's the first thing that comes to mind...
