While others have given good answers so far, the correct answer is, of 
course, Swedium.  It is another one of the half fractional elements of the 
periodic table, appearing between Norwegium (67.5)  and Finlandium (69.5). 
 Similar to Holmium it is part of the Lanthanide series. 

Swedium has been hard to identify or quantify because it is a completely 
neutral element, and properties seem to vary dramatically with 
temperature.  Swedium has been found only in two major deposits in, oddly 
enough, Sweden:  Vasterbotten in the north and Blekinge in the south. For 
the deposits in the north, Swedium seems to increase a humans' affinity 
for Rangifer tarandus (Reindeer), which is why the Lapplanders do so well 
with reindeer.  The southern deposits seem to increase civic 
responsibility in the populous in general.  To date, efforts to infuse 
members of the United States Congress with Swedium have been largely 
unsuccessful.  It is believed that the presence of Administradium dulls 
the positive effects of Swedium.  Sadly.

Swedium was first discovered by Hans Hooftuderheadson in 1643, though 
"discovered" may be a loose term.  He was hit in the head by a nodule of 
Swedium-laced ore thrown by his brother Per.    More scientific research 
was performed in the early 1800s by Dr. Per-Erik Vatisdisstuffson at Umea 
(with a funny circle over the a) University, who succeeded in isolating 
the compound in 1827.  Interestingly enough, Per-Erik was Inge's great 
great great granduncle on his mothers side, twice removed.  I suspect that 
Dave's hint should have been Umea (with a funny circle over the a) rather 
than Stockholm, but if you have ever seen Hillman try to pronounce a 
foreign city, you understand why "Stockholm" became the answer.

Now I sit back in breathless expectation of the creative reason of the 
week that I get disqualified.
