first of all, you have to consider the tolerance,
take a look at the maximum and minimum lead diameter for the component:
in the case of minimum lead diameter to maximum hole diameter, the difference should not exceed 28 mils
in the case of minimum hole size to maximum lead size, the difference should not be less than 6 mils
this is for auto insertion and predates no lead
but obviously you want to shoot for the middle rather than toward either extreme

design for auto insertion and manual insertion will be fine
