These gibberish mails look like a text rendering of a formatted document. So possibly it's to do with how sender's Email is set up. If so the answer is to send only plain text mail to TechNet. [I seem to recall that some time ago this was the default for the entire forum.]
In MS Outlook you can certainly select to send plain text rather than RTF or HTML when originating a mail. The specifics of how to do this will depend on your version. In some versions you can adjust the contact's properties in your address/contacts folder. Or you can change format in an individual mail. Or just start a new mail to TechNet and then right click on the address in the to line, select Outlook properties and then change Internet properties to "use Plain text" instead of "let Outlook decide." This will take effect the next time you reply - like this. :)

Wow, you certainly received much less gibberish than I!  Am I the only one to receive total gibberish?  Meaning, something on my end?

Joyce once indicated that she was at an outside [of the plant] WiFi hotspot when one of hers came in garbled.

The procedure to do so must be very very controlled and rigidly followed. The IPC-1601 standard lists the protocol for the procedure. We use have used this protocol successfully for many years producing data we use in our production facilities on a daily basis. I would love to have 6 digit sensitivity for the task but that isn't always available or completely necessary.

On a separate note -  the cleaning debate shouldn't be about if there is water left on a pwa after blowing it off. As Terry and others have detailed, the real issue is what contaminates are left in the laminate or the soldermask after the tap water or cleaning solution has been removed. 
There is an immense amount of published data on the subject so there is no need to run another test.

Sorry, but couldn't translate your response.

Was going to suggest to Gary that lead form damage to the lamps glass seal would be a primary candidate for early lamp failure as someone had suggested earlier.  All it takes is a bit of oxygen to slip in.

Can the observed difference in failure rates between RMA and the water soluble be that residual water soluble flux has eaten away at the Dumet lead at the glass to metal seal?  Dumet, being ~42Ni/58Fe 'rusts' with little additional assistance from acidic residues.
