That's not exactly correct.  Simply put, in the US, anything you write
down in your words is your property, whether you seek or declare a
copyright or not you cannot copyright a fact, but you can copyright
your unique expression of a fact, which is why the New York Times
could sue someone for cutting and pasting its reportage of, say, a
plane crash.

Many trade associations ask those who contribute to their conference
proceedings to sign a waiver permitting the trade association to
publish the paper and (possibly) charge a fee to those who want to
access it. Typically, but not in all cases, the trade association does
not seek to take ownership of the actual content; instead, the waiver
is basically an assignment of certain rights held by the originating
person (or their company).

I would suggest two things. One, post the original pdf as it was
supplied to IPC (thus it would be the author's expression of the
facts). Given the nature of the use here, however, I would guess IPC
doesn't particularly care.

Second, simply ask for an OK to use the copyrighted material. (Or
summarize it in your own words and point to where it resides
elsewhere.)

I was apparently blueeyed. Checked further and found this: if you
present officially a graph or a picture or a formula from someone's
paper, you violate. Not only that...if you have found in a report the
answer to your problem and present that in a mail to others by saying
'guys, if you make x and then do y and follow up by mixing z, you may
violate because it looks like you  have copied a phrase.  And if you
change the phrase to avoid the copy law, you can still be accused..etc

So, all kind of worthful stuff that I have saved during many years is
in pricipal worthless, can as well let it all go into a container and
burn it.
Wished the chinese were as honest and law-abiding as we are.

The conclusion is that I can continue chatting about weather and
common stuff , but avoid discussing too much technical details.  My
source told me that there is a problem going on day and night on
Internet: report fishing!
