Hmmmm. If you type:  "Moisture Measurements in PCBs and Impact of Design on Desorption Behaviour" into Google you get the same document at this link:

Not intending to violate any copyrights, but what difference is it if I post a link or post the document? 

Also at the top of the document it states: "As originally published in the IPC Printed Circuit Expo, APEX & Designer Summit Proceedings". 

If it's out on the 'Net and freely accessible by the public, how am I violating a copyright?

I'm not sure whether there may not be a copyright issue here, even if 
the IPC printed it in its proceedings. I feel this should be clarified.
