Out of interest Pat were these glass fibre FR4 boards or paper phenol FR2 boards?

A high volume PCB for a consumer item may have been done using punched paper phenol FR2 to get the manufacturing cost down and a proper multilayer board or normal plated holes not possible so this could have been what to them was an innovative solution given their cost dictates from above.

Not saying it's right though - if you need a multilayer with plated through holes it should be a proper one.
