I agree to both.. (making special paste screen AND making 1:1). It
depends. Most "standard" stuff works fine with 1:1 and reduction by
the stencil shop according to assembly house request; no need to
think about for the librarian at all.
If I use QFNs, (µ)BGAs, or other special stuff with big pads, heat
sinks etc., then I try to contact the technicians who are responsible
for assembly and ask for their recommendations. Not so easy to get in
contact with assembly houses as I am "only" the external design
bureau, additional work for the librarian (usually me :-) ),
additional documentation, library variants...
