There are several references for conformal coatings.  A good one is 
http://outgassing.nasa.gov/
Click on Low Outgassing and then choose Conformal Coating in the search 
category.  This lists all the coatings with a max. of 1.0% TML and a max. 
of 0.10% CVCM's.

NASA-STD-8739.1A is a workmanship standard.

The Aerospace report no. TOR-2006(8583)-5236 is another that lists 
requirements.  Section 2240 is for coatings and refers to IPC-CC-830 and 
MIL-I-46058C.  This reports was prepared for the Space and Missile Systems 
Center Air Force Space Command.
