FR1 is copper clad paper phenolic laminate, It is used in inexpensive
electronic devices and has issues with insulation resistance and
electrochemical migration at high humidity; paper is hydrophilic.
FR4 is copper clad woven fiber glass epoxy laminate used in mid to high
range electronics. Mid to high range includes personal computers.
Both are flame resistant.
Don't use FR1 in computers, smoke detectors (I've seen this, not good) or
anything intended to last more than a couple of years.
