The preferred method for cleaning when RMA was the flux of choice was Freon
TMS.

No clean flux took off with the Montreal Protocols.
There are a number of addtives to the water wash by several different
companies that will clean the RMA flux.
The product we used made the boards sparkle, but it could wash off component
legends off the power bricks.
RMA fluxes are gummy and will foul test probes without cleaning.
Not surprising for a modified tree sap.
The hard residue is benign unless it reaches activation temperature.
