Agreed.
If the stencils are not clean then they cannot be used whatever is
contaminating them.
I've just had a similar audit question asked about cleaning of SS
squeegees at print for lead/lead free. 
Fortunately I was not about when the auditor asked the question so my
tongue hasn't been bitten.

I think in this case, the LACK of written documentation on the effects
of washing stencils with lead-free paste with stencils washed with
leaded paste is what will help you carry the day. There is no
documentation, because there is no issue. Once washed, the stencils are
clean of paste residues, so no transfer is possible.

They are cleaning mis-print and stencils in the same immersion tank.
Their customer is asking if this is safe and they need to show some
documentation.

If you have any info regarding this topic, please advise on where I can
find it or send to me off line. 

I know I already have several accounts that do this but as I mentioned,
written documentation will help me carry the day.
