You may wish to refer to IPC 7711/7721. The endcap of the part with the missing pad should be insulated from the remaining via underneath, because if you add a jumper and end up with two connections, the impedance can become an issue. IPC 7711/7721 has the correct repair procedures to ensure it is done correctly.

Bob,  thanks for the reply.  I am under the impression that the customer doesn't feel that there is an acceptable fix, but will present this solution to them just the same.
