It depends what you have stated in the contract between the organization and the customer.
In this circumstances they might need to approve the repair procedure or the repair is not allowed as this if defect condition for class 3 as per 610D.

BTW, I would as well use a wire connected to the component termination and then soldered to the point of the same potential as the via-pad underneath damaged/removed pad.

From the IPC-7721A point of view  there is no procedure that may clearly reflect your condition.
Maybe there is something in B rev but I do not have the latest one to determine the above.
As per 610D lifting of a land if there is via in the land is a defect condition.

Bob,  thanks for the reply.  I am under the impression that the customer doesn't feel that there is an acceptable fix, but will present this solution to them just the same.
