Your product determines your requirement.
With out the IPC documents using EMS compainies would not be what it is
today. It was a nightmare working to 8 individual specifications rather than
Class 2 or 3 with exceptions.
Maybe less work would have moved out of the US due to the difficulty in
meeting requirements.

An example is the RF PCA's I used to make to class 2. The exception was that
components could not be off the pad more than 25% rather than the class
2 50%. This drove the EMS supplier wild but was listed in the PO. The value
of the component in the circuit changed enough to matter. We understood by
interal builds that it mattered to us and documented the requirement. A
classic it depends.
