My guess is that this is best described as nodular plating. I don't
think it is burnt copper since it looks like there are nodules in the
PTH. Poor hole preparation and brighteners out of control would be in
the short list of candidates for root cause.

I doubt that this is a reliable PTH but objective evidence would be
preferred to my subjective opinion.
