J-STD001 continues to reference a ROSE test of <1,5microgrammes/cm2 of NaCl equivalence.

Does your customer ask for that?

As regards cleaning before coating, I strongly recommend that a ROSE test at a level of <0,2mg/cm2 would be better because, leaving UP TO 1,5mg/cm2 of salt on your assembly will, in all probability, be far too high.

ROSE testing is a perfectly acceptable test method for measuring the levels of ionics on an assembly surface and modern ROSE testers are perfectly capable. 

If you need to measure for non-ionics, then IC would be a better test, but it won't inform you if your end product will be reliable with what it finds present. For that, you need to run SIR tests.

In short:

SIR will tell you if your end product will likely be electro-chemically reliable.

If it tells you otherwise, then run IC or FTIR to find out what's there causing the problem.

Then run ROSE tests to keep your production process under control.
