You may wish to wait for a real chemist, or cleaning company specialist to
reply, but in theory you can wash it off in alcohol. (ethanol would be a
waste, but methanol would be OK). 
Tin chloride is not particularly stable and is likely to have reacted with
Cu traces, moisture and so on. So in practice you may have to do a 2 stage
process to first complex it and then remove that.

Any ideas on methods to remove a tin chloride residue that was found on a
FR-4 substrate after wave solder. We have done some good homework to find
the source, but we are looking for good and proven methods to remove the
residues from affected assemblies.
