Here is my take. 
Tip tin the wire prior to soldering, pre-solder the pad, flux, and touch the wire, pad, and iron at the same time.   Make sure you clean the wire after tip tinning to remove excess flux.  I have used this technique many times.

May I suggest a small refinement?
Pre-solder the pad. Now you can lay the wire on the pad then apply iron. The solder, being pre-wetted to the pad, will be restrained from wicking up the wire. You may need to add tiny amount of flux, or you could pre-tin the flex also and then reflow together. Either way have an adequate tip so as to keep time short.

You may be able to limit wicking by control of solder volume through use of
a properly sized solder preform.

Technetters:

I have a unique application question. We have a part which is to be attached to the PCB by a wire. The wire is stranded 22AWG and is only 450 mils long.
The assembly's operational environment has vibration. Therefore it is critical for the wire to minimize solder wicking and remain as flexible as possible. However the short length presents quite a challenge. So other than a anti-wicking tool does anyone have any great ideas to limit solder wicking in such an application?

I was thinking of suggesting using un-fluxed solder wick to improve flexibility. Any additional thoughts? Thanks!
