The rule mentioned by Mike in his August 19th post is not an EPA rule.  It is a model rule being considered by the Ozone Transport Commission (OTC). Finally, OTC does not have regulatory power.  To become law, the model rule must be adopted by individual states.

Also, just to clarify - the proposed limits apply to volatile organic compounds (VOCs) emissions from solvent cleaning operations.  These form ozone, so by limiting them, ground level ozone can be reduced.
