Hi,

 We do a lot of prototype assembly for engineers and I can promise you that
the data transfer format is not the big issue. The big issue is data
content.  Someone might try to suggest that the "Production Packages" are
cleaner, well maybe but only because someone spent hours cleaning the BOM
and double checking part numbers. 

 The "Industry Standard" is put your BOM into Excel and send the assembly
house a ton of weird named files in a .zip container. Actually the weird
named files are not so bad, after about 300 jobs you start to recognize the
patterns.

 As for just bare board fab consider this: On December 2010 RS-274-X Rev G
was release that finally gave some implementation details and suggestions
for using RS-274-X. Wow, how many years did that take? Lets see, the US
budget will be balanced before that happens with ODB++?

 I just cannot get excites about ODB++ of IPC formats when I know darn well
"It's the Content, Stupid."  (I am not calling anyone stupid, this is a play
on a US political phrase.

 After 10Ks of different jobs for different customer we can count the number
of ODB++ jobs on one hand. Hmmm, make that one hand on July 5th after
playing with Cherry Bombs" on July 4th.

Most of the fabricators can actually handle ODB++ from Valor/Mentor

Have a look at the below article by Mike Buetow of  Printed circuit Design
and Fab Magazine.

This will give you an overall idea about the Data formats.
