Responding more to your application than your original issue with white soldermask, but I've used multiple applications of white silkscreen over the fabricator's standard soldermask in designs requiring uniform background for lighting and optical products. Aside from avoiding what appears to be an issue with white soldermask, using green mask and white silkscreen doesn't limit your supplier base or soldermask cost.
